Biography:

Shi Qingjun, Male, Han nationality, member of the Communist Party of China, Shanxi Linyi, doctor, professor, doctoral supervisor, Chinese certified public accountant. He is currently the Dean of the Department of Administration, School of Government, Central University of Finance and Economics. He is also a member of the Chinese Finance Society and the National Policy Research Institute, an expert on budget performance management of the Personnel Department of the Ministry of Finance, deputy director of the Performance Evaluation Professional Committee of the China Society for Foreign Economic and Trade Accounting, and a specially invited consulting expert on performance evaluation of the Ministry of Finance, the Ministry of Agriculture and Rural Affairs, the Ministry of Public Security, the Health Commission and other ministries.

His main research fields include government performance monitoring and evaluation, public policy analysis, etc. In June 2002, he graduated from the Institute of Fiscal Science of the Ministry of Finance with a Doctor's degree in Economics. From July 2008 to January 2009, he went to Georgia State University (Andrew Young School of policy study) as a visiting scholar, during which he attended the 2008 American Annual Conference on Public Budget and Management (ABFM). He also had a short-term academic exchange in The Urban Institute. In November 2012 and January 2017, he was invited to the Independent Evaluation Unit (IEG) and the Poverty Reduction Practice Unit of the World Bank for academic exchanges.
