Biography:

Dr. Zhang is a professor and vice dean of the School of Government, Central University of Finance and Economics.  He served as Assistant Dean of the School of Government from July 2016 to October 2019 and Vice Dean of the School of Government since October 2019.With a Ph. D in in Management from the School of Management and Economics, Beijing Institute of Technology, and worked as a postdoctoral researcher at the School of Public Policy and Management of Tsinghua University from 2012 to 2014.

Dr. Zhang’s expertise is in the areas of Public Policy, mainly carried out academic work around the theoretical framework of scientific and technological innovation policy, quantitative research methods of policy, policy portfolio theory and application. He presided over 1 general project of the National Natural Science Foundation of China, 1 youth project, 3 emergency management projects, 1 sub-project of key international cooperation projects, and more than 10 government-commissioned projects such as the Research Office of the State Council, the Ministry of Science and Technology, and the Chinese Association for Science and Technology. He has won the second prize of the Excellent Achievement Award (Humanities and Social Sciences) of the Ministry of Education. In the past five years, he has published 24 academic papers.

Dr. Zhang has undertaken a number of major national policy consulting work, served as a member of the expert group for the thematic evaluation of the national science and technology medium and long-term planning and basic research, and the general evaluation group for the "National Science and Technology Overall Capacity Assessment". The 12 senior management reports in the consulting work have been adopted by relevant government departments. He also serves as the Deputy Secretary-General of the Chinese Academy of Management and the Deputy Secretary-General of the Professional Committee for Government Strategy and Public Policy Research.
